Helps if scarify seed & store at 40F for 4 weeks.

Kris, if it's been three to four weeks and you aren't getting germination, cover and move them to 40o for approx 4 weeks as George suggested. Then back to 70o. Sown fresh the chill often isn't necessary, but stored seed sometimes needs a little help

Put them in a big freezer for about a week. Pull them out and put them in an unheated garage for about a week. Put them on the heat mat and they will pop. Pull out the 2% that have germinated first, though.LOL
They think they've been through winter and spring both then.

Are the seeds yours that you saved or seeds purchased from a seed supplier.If they came from a supplier you should not have to do anything but sow them.If thats the case it sounds like bad seed.

In zone 7 you should be able to plant them outside in the fall. I never know where a plant is going to come up anymore, since i got them started.
