water inundation

A few years ago we had our terrace repaved with concrete tiles. Since we did this we started having water coming into our house. We sort of fixed it by tarring the edges where the terrace meets the house and putting down tar paper on that then the blocks again. Now I hear from our friends staying there that water is coming in again though not as much as before. We live on a mountainside with the road slanting down at the front of our house. I wonder what the best way to deal with this is since our "quick fix" doesn't seem to be working. Should we break the concrete foundation again and put more of a slant on the terrace? I can suppyly some pictures I just took but don't have them downloaded yet. Any advice is welcom. Thanks.
