Landscaping with Windsor Stones

I'm currently in the process of designing my landscaping around a deck and am going to use Windsor stones, probably about five high and backfill with soil. Here is my question; what is my best bet to use as a base under the bottom row of stones, leveling sand or small gravel? I've heard conflicting thoughts on this.

Given the many different climatic conditions that exist throughout the US, it is impossible to advise regarding the best base without knowing where you live. Small gravel is out in any case as the round stones make it shifty; the stone you want for a base is crush gravel if you live in a cold zone where frost heave is a problem. Sand on top of that. Talk to people at your local landscape supply yards for best base for local conditions.

Doesn't matter where you live. 1" gravel is the best base 4" deep by 18" wide, and bury the bottom block completely.

ALso never build higher that 2.5' exposed with Windsor they are not designed for it.
