tree of heaven (from hell!!)

i've long since wanted to plant a moss garden, my yard is idealy suited. i still need to read up on what to plant, irrigation, etc, i'll do the homework. my real problem is that i have a sumac tree or tree of heaven that grows on my fenceline that's really in my neighbor's yard. my yard is very small, but that tree manages to popagate like CRAZY! i can't keep up with it. i have baby sumacs all over the yard, growing in cracks in the cement, growing in the middle of a rose bush, growing against the foundation of the house, i even have about fifty or so sprouts growing in my crawlspace in the basement. i've tried digging them out to no avail, and i can't get a regular garden, much less a moss garden growing with this type of invasion. i don't like to use chemicals, but i'm at wit's end! baby trees are growing in the middle of my english boxwoods, japanese maple, everywhere. please, someone know the answer to my problem!!! how do i get rid of them, and control them. unfortunately, chopping down the tree isn't an option, but if there's even some type of preventative measure to take, i'm willing to try. thanks in advance.
