Neighbors Honeysuckle is taking over.

We have owned our house for one gardening season. (I'm new to this gardening thing) but I noticed our neighbors honeysuckle has infiltrated our hedges and seems to be killing them off. I try to trim where it grows along the top but it's doesn't seem to be effective.

Is there any way to eliminate the honeysuckle from my property without using chemicals. I may be able to access his side as well but it looks SERIOUSLY overgrown! I don't mind doing the work but I don't want to step on any toes in the process.
