Yes, place it where you want it permanently and fill halfway with egg-rock. These rock about the size of eggs. You can buy them at Lowe's, HD, Wally-World, etc. Wash them so they are clean before putting them in your urn. You need to either place the pump in the bottom or feed the pump through a tube coming from the bottom. You need to circulate the water from the bottom to top to keep it moving, aerated and clean. That is part of the reason for washin the rocks so there ian't any dirt going to the pump. If you aren't going to grow water plants, if you are only using it as a water feature, you can add Clorx to the water to keep it clean and don;t worry about bottom to top circulation. If it is outside, be sure to drain and empty it for the winter. The ceramic will freeze and crack in cold, Illinois weather.
