Starting completely over question

Hi...we had to have our old retaining wall and garden that was behind/on top of it removed, a new wall and drainage system put in, and after almost a year, the smaller rocks/chat they put in behind the new stone(aka concrete fake stones) has settled, and is about 12"

below the top of the wall.

We need to have a load of soil delivered and put in there

60'Lx4'Wx1'H garden size......and want to make sure the new soil doesn't was away through the spaces in the rocks/chat that is (I guess) bracing the wall(?) ...do we have to put something else down before the soil goes in? Sand or something??? to keep the soil where it belongs?

I'd hate to have the new soil all wash away. We have has so much rain!
