plants stopped growing???

Hi, I hope I came to the right place! The plants in my front flower bed seem to have stopped growing as of three weeks ago. I have Alyssum, Malva Sylvestra (mallow), Penny Blacks, some hibiscus trionum and a few larkspurs. About two weeks ago we did have a flood and it took forever for the moisture to disapate, but the front bed is nearly always damp. The larkspurs are half dead, but I have a couple that are healthy little two inch plants and have been little two inch plants for nearly a month. Why arent't they growing? The penny blacks are about 4" in diameter and are not spreading or growing. They've been this way for nearly two months. You have to look carefully to even see them. The mallow is one to two feet tall and still have not grown any bigger in nearly a month. The alyssum is doing well, in fact, that's practically all you see from the street. I'm having to trim the hibiscus like mad though, it's a weed and growing like one.

Is it the moisture that's doing this? I do not use mulch or anything because of the moisture problem, although the bed does have good drainage it's been rainy nearly every day here this last month, but still plenty of sun.

Could it be any of the plants that I need to get rid of (like the hibiscus) to get the others to grow? I've tried miracle grow, didn't seem to help much... Any ideas?
