Big weed? Little weed? Ugly weed? or Okay weed, just in the wrong place? Could it be asclepia? ... aka butterfly flower because the monarchs love it.

Seriously, when faced with a similar problem, I've used a couple of old chairs. Mine were wrought iron, but anything with skinny legs will do, because you can usually wriggle the legs down between the other plants. I put one near the weed and the other between the far chair and the edge of the bed. You can sit and sort of scoot across, or lay on your tummy and reach down to pull up the weed. Looks silly as can be, but did no damage to the good plants in the bed, just small holes where the chairlegs were. Oh, and don't do this right after a rain -- it's awfully difficult to pull a chair up that has sunk down more than a couple inches.

Sounds like asclepias to me too, probably tuberosa. To keep it from reseeding, you need to remove the pod just when it splits. I'd try to "tiptoe through the tulips" too, and move it to a better spot.
