Properly done, when something is stuck to a shaft, you heat the pully an inch or two away from the pulley. Don't overheat. Then apply a cold soaked rag to the shaft to shrink the shaft. Then it might break loose.

If that doesn't work, heat more around the shaft and pulley and let it cool on its own. Then try the first method again.
