You can unplug the gas lines one by one from the carburetor and see whether it is plug or not. My suspicion is it is not. I think there is a possibility it is stuck inside the carb and you might have to open it. Try it first and see what happen. You change the gas filter? Make sure it is not the cause.

yep disconnect them so you can see both ends. use shop air (a small air compresser) or spray can of carb. cleaner using the red nozzle by sticking in the hoses with eye protection on spray the pressurized cleaner through the fuel ling hose and watching it come out the other end.

I would hook them back up, fill the tank with mix if two stroke, and spray carb. cleaner down the carb. and pull the rope, it should fire off the carb. cleaner (do to popular belief the carb. cleaner won't hurt your engine, unless you fill the tank up with no mix if its a two stoke, if its a 4 stroke it won't hurt it at all, two strokes will eventually build up enough heat with no oil mixed in and lock it up), do this several times using the engine vacuum or draw pressure to pull the fuel through the carb. and prime the system. it that don't work the needle is probably stuck or gummed up from being is storage.
