Eucalyptus dead?

I have a 5 year old narrow-leaved peppermint eucalyptus that started to turn brown this winter and now looks dead. Our Seattle winter was wet, but relatively mild w/little freezing, less than most years. It has almost no leaves, the few left are brown/decaying, bark is peeling and there appears to be small black holes spaced 2-3 feet scattered over the trunk... yet there are about some new buds on the ends of a few small branches. It has always been a healthy fast growing tree. I'm wondering if my tree is dead or if might come to life. Photos attached.
