Tiller Engine

I have a tiller with a shot engine.I have a new 4HP Tecumseh engine.I would like to use this but,do I just remove the blade brake and make myself a ground strap for shutting it off?Also,will this work OK with just a pulley on the crank?Most of the time engines need the extra weight from the blade in order to run decent.
