Stihl BR600 Fuel Filter

I have a STIHL BR600 Backpack Blower. I thought I might have a fuel filter problem, and wanted to clean or change the fuel filter in the tank. I soon found out I can't pull it out through the tank filler opening because the connecting hose is too short. The dealer said it has to be removed through the top of the fuel tank. He said there is a plug in the top of the tank that holds the fuel line, and has to be "Pulled Up" out of the tank, along with the fuel filter. This seems strange to me, because I know there are times when there is pressure in the tank when you open the filler cap. Why doesn't this "plug" that holds the fuel line get pushed out by this internal tank pressure? I would appreciate it if anyone would give me the step by step procedure on how to remove and replace the in tank fuel filter. Charles Ranheim
