Fertilizer question

The young man who has taken over our large garden plot swears by using a combination of 10-10-10, sugar, and epsom salts - like his granddaddy did. I don't know what ratio he uses but he put it down when he planted potatoes earlier this spring and they are lush and very dark green now. He also put it on other early spring crops and everything that the groundhogs haven't eaten is doing very well.

The last soil test several years ago had the pH at 6.5, K at 103 pounds per acre, Ca at 960 ppa, and Mg at 199 ppa. The only recommendation was an application of 2 pounds of 10-10-10 per 100 square feet. Without a recent test, has he done any harm? Has he really helped the soil? I've never known anybody to use the sugar portion of his formula but some people swear by the epsom salts. But the magnesium was high at the time of the test. What will excess Mg do to the garden? I know it makes calcium less available so I expect to see BER this year but is there anything else to look for?
