Question about applying sulfur dust

I'm trying to grow Eastern White Pine Trees (Pinus Strobus) from seed & plan on applying sulfur dust to the top layer of the soil, to prevent any mold or fungus from growing.
Is it better to apply this using a bulb duster, or would it be equally as effective if I just sprinkled it on top with my fingers?
