Painting Fiberglass

I have a large trash/laundry bin that's fiberglass. I'd like to paint it so that the fibers don't stick me when I touch it. I'll be keeping it out of the weather, so I'm not concerned about it that way. Will exterior latex stick or do I hafta use epoxy paint or what?

It will probably require sanding with a very fine paper, a primer and a finish coat. Suggest a visit to a local auto parts store and discuss it with a sales person. I'm sure they deal with auto fiberglass repairing almost daily, and the products that are used. A mask should be used to avoid inhaling fiber particles when sanding.
