Stihl HL 100K 4-mix

Our extended reach hedge trimmer is having a no start condition. My husband has rebuilt the carb and it is getting gas. However, getting adequate spark on the trimmer seems to be a problem.

Last night he tried to see if it was getting spark by grounding the plug. Couldn't see spark. So he used the poor man method as he call it to see if their was power to the spark plug wire and felt a faint shock when he touched it. But he says it is nothing like the shock a person gets from a car spark plug wire. So now he thinks it may be the ignition coil, or is normal for the coil to generate a faint charge?

We bought the unit used a few years ago so we don't have a warranty with Stihl. So he asked me to post the question as to how to test the ignition coil. Also, if it may be another problem, please let us know.
