bare root rose querry

One of my bare root roses David Austin Jubilee Celebration was, I believe, accidentally knocked out of soaking bucket, when Roxy dog decided she wanted some water. It was probably out of the water for a few hours, at most. Well, all the bareroots are thriving but Jubilee is just sitting there. The canes are green and there are small red bud eyes but that's it. No new growth, at least up top. :-(

Questions is has anyone gone through this and the rose survived? How long should I wait?
