Briggs 18HP engine will not start

I have an old Murrary lawntractor with a B&S engine, 422707-013301-84061312. It will turn over, has fuel and spark but will not hit a lick. The compression only reads 30 and I am not sure what the compression should be. Does anyone know the related compression number for starters? The engine has always been hard to turn over. It is slow but has always started in past seasons. Sometimes it will spin over fast but most of the time it is slow. Tks.

Sounds like two issues here. 30 psi is far to low, it should be at least 75 psi. Second, you say it is sluggish turning over but occasionally will spin quickly. Make sure all connections are clean and tight.
You may have a problem with one or both exhaust valve seats falling out, this was a frequent problem on the L head twins.Checking this involves removing the heads.

As above. I do have a list of some possible causes of hard cranking in these engines IF you would like it. Address below, put in proper format.
