problem with carb on 3.8 craftsman engine

I am trying to get a neighbor's Craftsman Edger running that has a rebadged 3.8 tecumseh engine.

When I first looked at it, I noticed that it had gas in the oil. I pulled off the fuel bowl and looked at the float. Since the float did not have any holes or cracks in it, I bought a new needle valve and seat. I also changed the contaminated oil and put fresh gas in the tank.

Once I started it, it ran extremly fast for about 10 seconds and then seemed starved for gas. As long as I prime the gas bulb, I can keep it running. The good news is that the new needle valve and seat fixed the gas in the oil problem.

Any Ideas on how the adjust/fix the carb? Thanks.
