Tecumseh Snowking Governor

I recently replaced the carburetor on my 5 hp Tecumseh snowking engine with one of those new emission control carburetors (they have no fuel adjustment screws). It started on the first pull and seems to run just fine. My question/concern is that the engine is not running at full speed even though the speed control lever is all the way up. Here is photo of the throttle position with the engine running full speed with no load. Shouldn't the throttle be opened more at full speed. I know this is not the greatest photo but I was hoping someone that sees these engines on a more regular basis could shed some light on this. I was wondering if I didn't need a stronger spring that pulls the throttle open against the push of the governor arm.
