Walbro 2-stroke carb spewing fuel

I rebuilt a carb on a chainsaw which started easily but the gaskets were old and it was dirty so it didn't have much power. I bought and installed a genuine Walbro gasket kit and base gasket. I marked and separated the low and high speed needles.

The first time I tried to start it, the plug got wet. I took out the plug and when pulling the rope, it pushed out lots of raw gas on each pull.

I couldn't find anything on the internet about this problem except that the float arm might need adjustment, but can't I expect that a factory carb kit would provide the right arm? I still have the original arm and might try that. I am positive that the gaskets and needles are correct and the screws are backed out 1 turn.

Has anybody else come across this?
