Rainbird Controller

I have a Rainbird CRC 8A controller and in replacing a valve I discovered one zone to have 11 to 16 DC voltage to the valve when not activating that zone and the solenoid chatters. It has the normal 24 DC volts when activated. All other valves have zero volts when not activated. Any ideas? Time for a new controller?

If you have an open station in the clock try switching the station wire. I've had stations in clocks go bad before, it's unusual but not unheard of in rainbird clocks.

I do have two drip zones I can gang together and free up a zone to do as you suggest. Thank you very much for the help.
