Rainbird rotor 52SA won't pop up

Just installed the rotary sprinkler, using a Quick-Snap attachment for the water input. When I turn the water on full, the rotor does not pop up. If I pull the rotor up, it shoots out a stream of water for about 10 feet. Rainbird says it should have a radius of 25 - 50 feet. My water pressure is 85 psi, but the maximum flow is 3.1 gpm. Would a water pressure regulator solve the problem?
