When to divide suckers?

My Roseraie de l'Häy has, I believe two suckers, they're about seven inches away from the original plant. Unfortunately I think they came up last year and I just didn't take noticed cause one is rather large already and is laden with blooms now. The other is much smaller, but both look like they're attempting to make bushes of their own in terms of new basals. When should I attempt to move these guys, or should I let them be and let Roseraie make a large I guess barrier? Or would that be detrimental to it's health? I was thinking of moving them in fall when they go dormant now that I've finally noticed them.

It's almost like Christmas though, the idea of having more Roseraie's all over the yard. It's quite possibly my favorite rose, GORGEOUS blooms and fragrance right now, with a ton of more buds to go!

Thanks guys!
