Your best bet might be to daily spray on a penetrating oil, tap it with a hammer and then after a week or so, take it out and use it.

If you get it off, coat the shaft with anti seize compound. Do the same with the rear tine hubs. You can beat on them pretty hard as they are on a tapered shaft and anti seize them too.

If only the tire is bad, you can usually replace the tire without removing the wheel assembly. I replaced both tires on my early 60s Horse that way. There is more info on here somewhere on how to do it.

I should add that you should use it with the pin removed and keep an eye on the wheel.
