Questions about seedlings?

I just purchased some 7-8 month old seedlings. My plans are to plant them in clear solo cups with a 2 parts cactus mix and 1 part perlite. The put them in an east facing upstairs window. Is there anything I can use to help promote a strong healthy root system when I pot them. Should I wait awhile to do anything to them. When should I start fertilizing them? What type? High Phosphorus or Balanced? When will they be ready to go outdoors or can they now? Not really sure when I can put them outside in this Vegas heat. Any help would be greatly appreciated. I will post a picture once I get them. Tomorrow or Thursday.

Hello Jr, they can be outside by now 7-8 months old.
You could keep them in the shaded area if you don't want them to have full sun. Root estimulator helps them to get strong roots. I think it is okay to start fertilizer once every few weeks with 1/2 strength.

Here is a picture of the 10 seedlings I got today in the mail. Like I said I planted them in clear solo cups. So I can see what is happening underneathe soil. Out of the 10 one of them has already started to branch. Im thinking I should wait a bit to clip the tops of the other to initiate branching. Again any help is greatly appreciated.

Also I decided to leave outside. Here is a picture of what I did with them. That wall is a north facing wall. So they shouldn't get any direct sunlight. But honestly my biggest concern is more so the heat rather than the direct sunlight.
