Pruning very young trees

I have received some very small baby trees through mail order from different sources -- about 24 inches tall. These are diciduous trees that should grow very big, 40 feet minimum. In each case the main leader had been deliberately cut as well as the next best leader with heading cuts. I don't understand why and when I ask these nurseries I get dumb answers like "we want all the stock to be the same size" or "it's our policy." It doesn't make sense to me why they would cut a leader on a tree that is supposed to grow 40 feet tall? I basically have shrubs now instead of trees. There must be some sense to it?
