The current trend suggests it's better to prune after oaks go dormant. That way the fresh cuts should not so easily invaded when the Oak wilt and other pathogens are flourishing in the spring and humid summers.

I have been greatly enouraged at the extent of healing now seen on the many pruning cuts I had to do on my oaks that we had to raise like you described your tree needs.

We pruned ours back in November of 2005 just after they had dropped their leaves. Now all of those pruning cuts areas healed on two of my trees, and only one out of the many pruning cuts on my Scarlet oak still needs to finish healing.

Have whomever prunes your tree to prune the limbs according to the currently published trends on how best to prune trees in general. Then have the one who did those prune cuts, or whom you can get to agree to do this, to prune the stubs slightly deeper into the branch collar. This additional cut for each branch should not be a flush cut to the trees trunk; rather a cut which is just far enough in to cut a little way into the branch collar.

It seems that when the branch collar is cut into, the tree does a faster job of activating the healing process for the pruning cuts.

Remember above all, do not let anyone do a flush to the trunk cut which is harder for the tree to heal over and which can cause trunk damage and fungi invasion.
