Cannot control high RPM's

I was having trouble starting my Sear rider (17.5 hp Kohler engine) so I removed the carb and cleaned it. The mower stars now but it's RPMs are very high, I'm afraid it's going to blow up. I've tried messing with the governor but that doesn't seem to do anything, any ideas?

You apparently hooked something up wrong between the gov and the carb. You'll need to find a pic of the way the linkages connect or find one like yours to compare. Next time take pics before disassembly.

A digital camera is your friend when you start taking apart linkages, etc. that need to be assembled in a specific way.
