Just buy a jar of Rootone, a product for starting cuttings.

A fair number of roses are easy enough to root that all they need is humidity. So if you are feeling scientific, I'd try also doing a control attempt without any additives at all.

I've rooted a fair number of roses in my life with not much more than a large peanut butter jar. Of course now I have no idea where you would find a glass jar that size.

well in my climate the constantr humidity might actually be good for something besides black spot. i may not need the jar! we are a few miles inland and somedays i could just swim through the air.

I use the Texas Rose Rustler method with pretty good experience most of the time.
Some varieties, Halloween for example, are very difficult to root and some have genetic weakness.
For the most part it's a numbers game.
Try ten times, most likely you'll get some new plants.
It does take patience though and you can't feel bad if you lose some.
