repeat your test at the top side of the fuel filter, but with the fuel tank filler cap cracked/loose to eliminate any vacuum problems at the cap. if no change, keep retesting, moving further back towards the fuel tank outlet until you get flow to isolate the blockage - which may be trash in the line or a collapsed line... If the tractor is more than several yrs old, prolly a good idea to replace the entire flexible fuel line.

Thanks rcbe. I should have said in my original post that the fuel cap was off. I did take some canned air and blow up toward the fuel tank. That worked. It is draining.

would expect that trash that got blown loose by your blast of compressed air will soon resettle and again block off fuel flow unless it is removed - got to find it and flush it out....
