Sounds to me like you didn't put the governor on its' axle, it slipped off in assembly or the governor axle is broken which is fairly common on these engines especially when a rod is thrown.

You might try setting the Static Governor Setting but doubt it helps. Move the carb throttle butterfly to wide open position and hold there, note which way the governor shaft turns, loosen governor arm clamp where it attaches to the governor shaft coming out the side of the engine, turn the governor shaft as far as it will go in the same direction. The shaft will not turn very far in either direction, re-tighten the clamp.

More likely you left something off or it slipped off as you were assembling. IF the axle is broken, no fix, only fix is buy a good used block from me and switch rest of the parts over. OR one closer to you.

Walt, problem solved !!! I looked over the pdf that you sent (which I greatly appreciate) and notice that I had not followed the proper procedure while adjusting the static governor. After proper adjustment the engine is purring like a kitten. I am so relieved that I dont need to get another block. Thanks again for all of your help Walt, your the man!!!
