does dessicating compost lose its microorganisms?

I garden in a very arid climate - Tucson, Arizona. In order to have an active compost pile, I have to add water periodically. Once the pile breaks down to a finished state, I stop watering. It could be several months from the time I stop watering the pile until I use the compost. Are the beneficial mircoorganisms dying during this time? Would any of the living bugs/bacteria revive once I start watering the finished compost again, when I use it in the garden? I was going to try making a batch of compost tea, but then I wondered if there is anything to "ferment" in dried-out compost.
