Cornus Controversa Seedlings?

I have a beloved 10'-12'H Cornus Controversa Variegata. This year I am observing 3 4'-5'H seedlings around it, and what appear to be same-leaved suckers arising from its base. These suckers and seedlings are not variegated. Am I correct in assuming that the mother tree is grafted and that her seedlings are non variegated /will never be variegated?

If this is the case, could someone educate me about why this is? If the variegated form is producing the flowers/fruit, why are the seeds not variegated? Is this true with all grafted trees? Is there a list I can find that will cite all trees that are commonly grafted?

I very much appreciate your help.

best,

Mindy
