In the never ending search for space, I am going to move my leaves to the basement. The existing shelves and lights were set up for bonsai, so they are about 20 inches above the shelf. The lights are 4 foot fluorescents with a warm and a cool bulb. And..... I am blessed with 16 feet of space!

What is an ideal distance for starting leaves under these lights?

Humidity shouldn't be an issue, since I start leaves in covered containers that maintain humidity.
