If they were stored at room temp (15-20C or so) they should have been fine if they were not stored wet. You can try to cut the rot out and dust it with fungicide or use something like clorox to kill the bacteria and then dry it very well and see if the rot stops. It sounds like the tubers were bad when you got them if they were stored dry and moderately warm.....these are actually very tough to rot and can survive in the ground here no problem. If you bought them mail order there's a possibility they froze or partially frozen in the mail. Follow Dan's advice, I like to dry my bulbs under a warm light, a heating vent would work as well. But hurry and work soon.
