I'm reading this a little differently, by 'just stopped blooming' do you mean they have bloomed but now finished and the blooms are fading?

Yes, you can cut them now in a Z8. Just know that when azaleas are planted in the right site with appropriate space, they seldom need pruning other than a little light shaping - they are going to return to the size they are now in just a very few seasons even if cut back hard.

There are dormant buds just under the bark all along the stems, the stems should sprout new growth from immediately below wherever you make your cuts.
