Soil question

I decided I'd better run this by some more experienced minds before I tried it, in case it's a huge mistake....I have a small catch-basin type pond, that's mostly dry right now. My soil is sandy loam over rock hard clay....being a catch-basin, the pond is slowly being filled by washed-down soil etc. I need soil for my beds and containers, and would rather not have to buy a truckload of bagged stuff. Do you think it would be ok to dig out soil from the bottom of the pond and use that as my 'base' soil? What would you add to it for roses? I have goats, so I have plenty of well composted goat manure available; is it as good as horse?
