Sounds like the problem I had with my weeping cherry. I did what you are contemplating, I staked it to force the trunk to grow upright. Big mistake, on my part. The problem was unequal sun exposure, morning & afternoon and it was leaning towards the side with the greatest sun exposure. Over 25 years, the trunk grew straight, but the tree developed growth on only one side, the sunny side. I have left it in place, because the undeveloped side is not visible from the street and the limbs hang down to the ground, so no one can tell that there is virtually nothing on the other side of the trunk.
Check your siting for the tree, if not in full sun or equal morning & afternoon sun, it will probably never develop into an attractive, well balanced & blooming specimen.

Oh mine is in full sun, trust me! It is not that. and there are "weeping" limbs all around....
