Black powder on storage shallots

My husband is very successful in growing shallots in our area. After harvest, they are dried thoroughly and stored in an unused room next to the garage. During the winter months, a black powder often develops on some bulbs. What is this and how can it be prevented?

It sounds like some kind of mold or fungus.
It means that there is high humidity and/or not enough air movement.
I would air them. If necessary, rinse them, dry them well, any put them on new fresh bedding. Also it helps to move them around once in a while if they are more than a single layer.
