ornamental allium with smaller foliage?

I planted globemaster behind a short formal boxwood hedge, and they are growing up beautifully. Unfortunately, I didn't realize the foliage would get SO large! The foliage looks cramped in the space, and I will have to move them somewhere else. I have 2 questions:

1.) When is the EARLIEST I can dig them up and move them? Can I do it right after the bloom dies and the foliage starts to brown, or do I need to wait even longer before digging? As I understand it I can then store them in a brown paper bag until fall for re-planting right?

2.) Is there another allium (maybe even white) that has smaller leaves? Something that would fit in this spot better?
