Well, squirrels have actually dug mine up, so I imagine chipmunks will go for garlic, too. The only way to be sure is to smell their breath.

i had one garlic bulb bulb show sings of teeth marks. its now dead but i think whatever ate it didnt like it. Im now on a mission to kill the chipmunks!!

No experience with garlic and chipmunks, but based on my experience with tulips and squirrels, you may have to put a barrier, like hardware cloth, around, under, and over the garlic.
