Grass clippings as a garlic mulch are good. Fertilizing with 10-10-10 ratio is also good. See the link at the bottom for The Garlic Store's recomendations on growing garlic.

Ideally you would have added an organic fertilizer at planting time so the nutrients were at the root zone in the spring, but oh well.

I added bonemeal to the bottom of every hole at planting.

10-10-10 is often recommended for garlic, but then again opinions on how to fertilize garlic are quite varied.

Discontinue the use of any nitrogen containing ferts at least a month prior to expected harvest time. This is said to result in better bulb size and that makes sense, but I never did a comparison to say personally.
