Garlic parasite issue! HELP!!

My garlic is in a new garden this year which was converted from a fallow, sparsely grassed field last fall. Most of the garlic seems to be suffering (yellowing/dying lower leaves, yellow tips). Some plants have leaves that are striped with yellow.

I dug a couple up today, and to my horror the cloves were mushy reddish brown, and were being eaten by tiny white worms that look like pinworms! Also, there is a section of roots missing where the basal plate would have been, which would make me think it was a disease were it not for the worms.

After studying up online, they don't seem to match the description of any garlic insect parasite I've seen (mites, onion maggots, fungus gnat worms, etc.) They are clearly visible to the naked eye, and are thin, white, apparently nonsegmented little worms. Could they be nematodes? Help!! What are they and what do I do?
