I'm waiting impatiently for my softnecks to yellow a bit. If mine looked like yours, I'd pull them.

Seems like last year a poster showed pics of softneck garlic that produced bulblets like yours. I had one go completely vegetative, persisted as a green bunch through winter. Garlic can be unpredictable, especially the softenecks.

It's not all that abnormal for a softneck to revert to it's hardneck ways. I see it happen quite a bit on mine. I"m not sure if it's stress related or just a natural process but I try to avoid replanting those garlics cloves the following year.
I agree with planatus that that garlic looks close to digging time. I'm just outside of Portland and plan on getting mine all dug after this crazy late rain passes.

That is neither uncommon, nor does it hurt anything. You see some of this neck bulbil thing in nearly every bed of softnecks and at times in Creoles and even some of the hardnecks.
