For garlic, the foliage should dry out. Harvest time is when about 4 leaves are still green since each leaf represents a wrapper on the head of garlic and most of the time you'll lose at least one of them when you clean the garlic prior to storage.

And will that in theory be soon? For the foliage die back and such.

I'm in zone 5B and grow only hardnecks so I don't really know for you in zone 7 and unknown type of garlic. That being said, I've got about 3 weeks to a month or so until mine are ready so I'd bet that you're going to start seeing the leaves die from bottom to top in 2-3 weeks depending on variety. When you get to 4 healthy left, gently dig the garlic rather than just pulling the stem and then hang them somewhere that's dry, out of the sun and not too hot (not like an attic) and you should be fine.

The problem I generally have when harvest time nears is that I forget what time it is, so to speak, and keep watering too late in the season.

Remember to stop watering, Kate, although I do not know for sure how long before harvest that would be in your area which is undoubtedly much drier than where I live.
