Walking onions have bulbils. Walking onions do not have flowers or seeds. So the onions with flowers are not walking onions.

Usually (non-walking) onions do not flower and seed until the second year. But then I grow onions from seed (not sets). So I rarely see onions flower. This year I re-planted a couple of last year's onion crop and they are in bloom now.

Walking Onions most certainly get flowers. They're small white flowers. Mine currently have a quirky look where the first set of topsets sprouted and the topset sprout is now setting flowers.

My understanding is that they do not produce mature seed though.

Walking Onions certainly do flower, and will produce seeds, but they have to be assisted! By removing the bulbils and leaving only the flowers, you may coerce them into setting true seed. Kelly Winterton has been doing some interesting research with Potato Onions and getting them to bloom, similar to what we're talking about here.
