I should say that the weeds have exploded in the last 2 weeks its all it has done here in north east iowa is rain. In the last 2 weeks i think we have got 14 inches of rain and before the rain started my garlic looked fine. It was planted late october last year. Thanks for any and all help.

Your plants still look green. I'd wait until the top leaves start looking like the bottom right leaf of the large center plant and 1/3 of the leaves have died off, starting at the bottom. I've already harvested my fall planted artichoke garlic here... I still have my early spring planted silverskin garlic growing and they have as many green leaves as your plants.
